Methods
Made by AI agents, with a person directing and checking the work.
How this was made
AI agents found and downloaded the public records, ran the calculations, made the charts and wrote the text. A person set the questions, directed the work and checked the results. Every number traces to a listed source file, automated checks run before each build, and corrections are logged in Amendments. No interviews were done, and no one at Evergy or the Commission was contacted.
Approach
Costs and allocation shares come from Kansas Corporation Commission orders and releases; customer counts and bills from EIA Form 861. The construction rider is computed mechanically from the statute and the 2025 order. After-service scenarios add one stated assumption (the fixed charge rate) and a scenario input (the share of cost left on existing customers). Each result is cross-checked against the dollars-per-month ratio from the 2025 rate case.

Assumptions
Scope
- Utility: Evergy Kansas Central incl. Evergy Kansas South (one KCC rate jurisdiction, serves Lawrence). EIA-861 IDs 22500 + 10005. Evergy Metro (Kansas side) shown only for context.
- Assets: Kansas Central's 50% shares of Viola (Chisholm Trail) and McNew 710 MW combined-cycle plants ($788.75M + $800.52M, excluding AFUDC) and Kansas Sky solar ($228.1M), per KCC 7-7-25.
Construction (CWIP) rider
- Annual charge = CWIP balance x 8.45% pre-tax rate of return (KCC 25-EKCE-294 order). Residential share 45.37% (CWIP allocation, 50% 4CP / 50% 12CP). Balances shown at 50% and 100% of definitive cost estimates; real balances ramp over construction.
- The rider can take effect no sooner than 365 days after construction begins (2024 HB 2527).
- Large-load (LLPS) customers' share of the CWIP rider is not set in the 2025 order; assumed residential share stays 45.37%.
In-service scenarios
- Fixed charge rate (FCR) 9%-13% of capital per year: ASSUMPTION (return, depreciation, income taxes, property taxes, fixed O&M). Not a filed number. Fuel and variable costs excluded (paid per kWh by whoever uses the energy).
- "Share on existing customers" 0%, 25%, 50%, 100% are scenario inputs, not findings.
- Residential customers: 644,314 (EIA-861 2024). Typical home = 900 kWh/month (KCC); EIA 2024 average 860 kWh.
- Cross-check: $8.47/month per $128M revenue (KCC 9-25-25) applied to the same revenue requirement; tolerance 20%.
Margins of error
- No sampled survey data are used; margins of error do not apply. Company pipeline figures are company statements, labelled as such.
Dates
- Retrieved 2026-10-25. Latest EIA-861 = 2024. Large-load figures as of the Aug 6 2026 call. Chisholm Trail construction start 2026-05-12, so the CWIP rider can begin no sooner than 2027-05-12.
Limits
- Company-wide large-load figures are not broken out for Kansas Central. A Kansas-only split would need Evergy's filings in the LLPS and next predetermination dockets.
- The 9%-13% fixed charge rate is an assumption; the share of costs "on existing customers" is a scenario input, not a finding.
- The construction-rider share for large-load customers is not set in the 2025 order (they were not yet a class); we assume the residential share stays at 45.37%.
- EIA-861 data for 2025 were not published at the time of this build.
- A reality check: EIA's 2024 average residential use for Kansas Central (860 kWh a month) is close to the 900 kWh "typical home" the Commission uses [3][11].
